February OHSAA Board of Directors Meeting Highlights


Columbus, Ohio The Ohio High School Athletic Association Board of Directors met Thursday in Columbus for its regularly scheduled February meeting. The following are highlights from the meeting. The complete set of meeting minutes are posted at OHSAA.org. 

By a 6-3 vote, the board approved an OHSAA Out-of-Season Coaching Instruction Proposal that will allow expanded opportunities for Board of Education approved coaches in the team sports to provide instruction outside the season of play. The regulation becomes effective Sept. 3, 2013. Individual instruction is defined as no more than four individuals present at any one time in all combined facilities where instruction is taking place. Team sports include soccer, volleyball, field hockey, football, ice hockey, basketball, softball and baseball. Note that ‘no-contact periods and the summer coaching period (10 days of team coaching permitted from June 1-July 31) will continue to exist and that out-of-season instruction is already permitted in individual sports (golf, tennis, cross country, wrestling, swimming & diving, gymnastics, bowling and track & field).

– By a 7-2 vote, the board approved an OHSAA proposal regarding the start of football practice in 2013. For schools that start classes August 16 or earlier, football practice may begin on Monday, August 1. All other schools may begin practice on the previously established date of August 5.

– Three additional referendum items were approved by the board to go on the ballot this spring for member schools, including proposed changes to Bylaw 4-3, Enrollment and Attendance; Bylaw 4-7, Transfer; and Bylaw, 4-10-2 Amateur.

– The board approved an updated OHSAA policy for concussion management. In December 2012, Ohio Governor John Kasich signed into law House Bill 143, which legislates concussion prevention, recognition and management and includes many of the same policies that the OHSAA already mandated. The law, which goes into effect April 26, 2013, adds several aspects to previous OHSAA regulations. To be fully compliant with the law, modifications have been made to the OHSAA’s concussion policy. Among the changes is that no student who exhibits symptoms of a concussion shall be permitted to return to play on the same day he/she was removed. (Previously, an authorized medical professional could approve a student to return to play on the same day if it was deemed that no concussion was sustained.)

– Twelve member schools were recently penalized for committing infractions of OHSAA bylaws or sports regulations. The list of schools, along with the infractions and penalties, is included in the board meeting minutes posted at OHSAA.org.

– In January, the National Federation of State High School Associations (NFHS) released the list 2011-12 Coaches of the Year in each state, as well as NFHS Section Coaches of the Year.

– Jolinda Miller, athletic administrator at Cincinnati Hughes High School, has been named the OHSAA’s 2013 Ethics and Integrity Award winner. The 2012 winner was Chris Spielman and both are expected to be honored during the upcoming OHSAA state basketball tournaments.

– The regional and state tournament draws in softball and baseball were conducted and will be posted at OHSAA.org. In addition, tournament regulations in softball, boys tennis and track & field were also approved by the board and will be posted at OHSAA.org. The baseball tournament regulations will be approved at a later date.

– The board approved the appointment of Beau Rugg to the position of OHSAA Assistant Commissioner. Mr. Rugg will oversee the OHSAA’s officiating program and serve as the sport administrator for football and wrestling.
